A worked example
A 26-year-old Indian graduate of a two-year master's at a regional campus, with superior English and single: age 30, English 20, education 15, Australian study 5, regional study 5, single 10, total 85, before any work experience. The same graduate with proficient English and a Sydney degree would score 70.
The visas
The 189 needs no sponsor. The 190 needs nomination by a state or territory, each with its own occupation lists and criteria. The 491 is a five-year provisional visa for living and working in a regional area, with a route to the permanent 191 for holders who show three years of income in regional Australia. Each requires a skills assessment for an occupation on the relevant list, and you must be under 45 when invited.
Plan from day one
Choose a course that leads to an assessable occupation, consider a regional campus, take the English test seriously, and use the 485 years to collect skilled work. See the 485 visa.
